Not sure if I'm on the right track, but if you are using W10 then I think there is a fix for FS9 but need to go into the H_KEY bit; Part Mgr. - or is that only for FSX? A search in FlightSim I think will give you an answer.
Good luck I've had to do it on my W10 laptop, & I use W8.1 on my desktop.

Morning Dev One. I'm on W7 actually. This is a refurbished Dell I'm using so as I've never had this issue before I'm suspecting therein lies the problem.

Then I suggest its possibly a Windows update problem - I will have to get back to you after I've done a bit of research to find the KB number.

Edit: Have googled 'windows update problem with fs2004' - up came this:

Within which Tom Gibson listed KB3086255 as being the problem. I had to stop it downloading & installing every update session. Its something to do with registering I think.

Thanks Keith and everyone else who had a go. It was the No CD Patch that sorted it. As a follow up, I seem to remember doing an update when I originally bought FS9 millions of years ago. Do I still need that do you think or will it have been included in general Windows Updates down the years?

You will need to install the FS9.1 patch- it puts a lot more into the base FS9 e.g. bridges along the Thames, plus other glitch fixes.
You might need to get the correct NoCD patch to go with FS9.1 too.
