I had this issue years ago and it was a PSU problem. New PSU and it was right as rain.

Tried updating, no luck there. Can I remove the driver without killing my ability to operate, then reinstall?

If it works at all, it’s unlikely to be the driver. It sounds hardware related. If you uninstall the driver, the display will default to basic Microsoft driver. So download the driver from nvidia or AMD and save it. Then uninstall the existing driver and reboot. Then install the previously downloaded driver and reboot again.
