Sign language?

We've just got home after waiting 3 hours for Mrs A to see the eye specialist at Ballarat Base Hospital.
I could not help noticing, about 5,000 times, the signs around the place:
Please stand behind the line.-Bright coloured tape on floor.
Please wait here.-Disc on floor showing two feet, where to stand 1.5 metres apart.
Pair of rubbing hands.-Hand washing station with sanitising pump.
Exit.- Person running out of door.
Then there was a door with a sign showing a man, a woman, and a wheelchair.- they were standing there doing.... NOTHING! For goodness sake, what was THAT supposed to mean?
