I suppose it all depends on whether it goes wrong and hurts someone.

Skilled may be but highly dangerous on a public highway and therefore irresponsible unless the tunnel had been close and done properly which it wasn't

Noe the challenge is there for someone else to do something even more stupid and so it goes on......People will get hurt sometime soon
