Last time I was on Lundy (1958 or thereabouts) there was such wind, I'm surprised clouds would ever stick like in the photo.

Empty plastic housings that were once intended for the latest ECM equipment, until the development went 10 years late and 20 times over budget, is my guess!

The pylon attachments look like ACMI pods for electronic dogfighting. We have them in the US -

that was my first guess but they are very different, no attena, just bulges...

The version of ACMI I linked is only one of about a half dozen variants out there in the US. The only thing they have in common is that the system is based around a Sidewinder body. The UK has alternately used Sidewinder and ASRAAM bodies, and the pod shown there appears to be an ASRAAM body for the base. The thing with ACMI is that there's not a whole lot of info out there on them because so much of what they do is understandably classified.
