The World Service used to be funded by the Foreign Office, so broadcasting propaganda to the colonies was er... from a different form of tax. However the current government decided it should be funded from the licence fee so it now comes from er.... a different form of tax, which at least reduces the amount they can pay their 'celebrity' presenters.
