But not one to run on rails, judging by the lack of flanges.
Appears to be now on a hard surface (concrete?) with wooden side guides.
Those narrow wheels would be punishing on a road.
I wonder if it ran in steel channels?

That is Trevithick's Pen-y-Darren locomotive. It ran on a plateway, which was essentially a track of angle iron.
