I don't get stutters with games but I do always make sure my GFX & sound drivers are up to date, I never overclock anything and most importantly make sure all Directx, .Net and other MS installed files like the VC++ redistributable are all up to date and not missing files. Repair fixes problems as some installed applications or games can break them when they install.
Only 1 game has ever stuttered, FSX after I ran the online CFG editor. It added new things and after I got wildly jumping FPS from 115 to 40, but that was fixed by using the recommended FPS limiter.
Ever since I used Steam as a game client and used their "Check file integrity" option and found often that files needed to be repaired because of corruption from recently added files or bad game shutdown that I realised that problems are created not inherent.
Everything else is fine.
