As has been mentioned elsewhere, the "standard" USAF colour scheme for the RJ may have a practical reason for being gloss white on top, particularly when we choose to engage ourselves in the middle east.
As for AAR, we'll still be too broke to do anything by ourselves until the OSD of the RC-135, so one can argue there'll always be a USAF tanker around.

Also guys, most of the Rivet Joints have belly tanks like the KC-135's do, giving them extraordinary range and loiter capability, somewhere in the area of 24-26 hours based on what the KC-135's can do on ferry flights. The CFM-56's are exceedingly fuel efficient and the tankage is excellent considering it was designed to give the plane a 2000+nm range and still offload close to 50,000 pounds to a B-52 after flying out 1,000nm, all while powered by fuel guzzling turbojet engines.
