I've never come across that one before either Dave and thought it may have been a typo. However, a quick Google search led me to this page http://luthorien.altervista.org/Tools/morse.htm which shows 4 dashes being used for the accented letter 'CH' so maybe it's used in non-English morse. The error was made by a reporter, though the originator hit the edge of the paper with one dash and started a new line with the next three.
This was easily accomplished under the circumstances which were described in the message.
