It went really wrong at the end eh
I think the centre and stbd engine cut as he tried a go around leaving the port on full power. Not a good outcome was inevitable. As for govt regulations
Here in the UK all model flying is subject to the air navigation order and controlled by the CAA, but administered by the British Model Flying Association. Up to 20 kg there are only requirements for observing airspace and altitude restrictions but above 20kg an individual exemption is required from the CAA to allow the aircraft to meet the ANO this include build inspections and flight competency. To perform at any public display a further exemption would be required. This would include requirements for insurance and further proof of competency

It looks like from the video the aircraft is/ was being flown in Germany. the EU rulings are stricter than ours and come under EASA
