It's far more than staged, it's literally fear for their lives if they don't attend.
Recent footage of a missile launch cuts to Kim Jong Un and a group of senior military officers watching. The officers start celebrating, waving their arms in the air. The officer on the right can clearly be seen to look across to Kim Jong Un (whilst punching the air). The expression on his face is clearly understood by any Human Being as 'Look at me I'm celebrating, look how hard I'm celebrating'. But, when the alternative is being executed by an anti-aircraft gun, I can't say I blame him.

At Kim Jong-ils' funeral parade from what I have been able to find out is that everyone was ordered to cry, no ifs' or buts' if they didn't, then it was prison or worse!!
