I've heard of "chill factor" dropping the "feels like" temperature, but not "heat index" making it hotter.
btw, Nigel, we had clear blue sky this morning, OAT minus 1.6°C, indoors +3!

In Canada the term used is "humidex" which is a short form of "humidity index".

The Heat Index is a measure of how hot it really feels when relative humidity is factored in with the actual air temperature. In other words, the same as the Canadian "humidex" as posted by Tako. We hit 98F (36.67C) air temp today, but with the humidity the heat index was 110F - walk outside and it is like a sauna, not a pleasant experience.
