I think another reason coal was kept around so long was that it was plentiful and could be found all over the place, while at least in the early 20th century, oil was available in only a few places, middle east and USA I believe. When the America joined the fight in WW1 the British did not want the USN's newest oil powered battleships as they wanted to preserve there oil supplies for there ships so only the older coal powered ships were sent to Scapa Flow to join the grand fleet
