Mike - video rental places used to provide a polishing service to repair that sort of damage. I am quite sure there are still some around, even in darkest Victoria.
I made an FS9 backup disc - it is an all-in-one DVD and includes the upgrade and the no-cd hack. I really must do the same for my FSX 8)

This won't polish out, the scratch is on the printed side, and you can see light through it when it's held up.

It used to be possible to buy a CD cleaning/polishing kit, I don't know if such a product is on the market these days. Might be worth a try?

Since the disc is already no longer fit for purpose you have nothing to lose by trying either:

Spraying the disc with furniture polish and giving it a gentle buff.
or
Covering the disc with a coat of Johnston's Klear floor polish - now under a new name which escapes me - leaving to dry to a hard shine overnight.
