Ive used PayPay to buy stuff from Hong-Kong with no problems.
Yes it's Ebay that need a good kicking.
they only police their sales if somebody tells them to.
ie: stolen/illegal stuff will go unchecked unless you the purchaser tell them of your suspicion.
I use Ebay regularly and you must exercize 120% common sense or you are open to attack.
I buy UK only.
I send an e mail to the seller and ask questions before i even bid.
(no reply, no bid).
I only buy from Paypal Verified members.
Just use your Brain and it's nore more dodgy than shopping in the highstreet.
possibly less dodgy.
