That's the problem. You are missing the line:
Local=Addon Scenery
Note the space between Addon and Scenery.
Add this with Notepad, save the file and you should be OK.

Just one more thing - anybody any idea where I could get a control tower and some trees for free?

There are trees in the default FSX library in Scenery\Global\Scenery\vegetation.bgl, for control towers, look for "RAF Control TowersLibFSX.BGL" at Avsim.
