There's a lot of misinformation in this thread.
First off, a clean start is what the sim needs. Story. End of. We've been carrying too much baggage for around 3 sim versions now and it's time to get rid of it before the problem gets even worse (and the resulting transition hits even harder). The end result of all the old crud is a slower running, poorly optimized sim.
Secondly, even a 'humble freeware developer' doesn't necessarily need to wait quite so long to get the development tools. I had the tools for FSX months before it was released, and I fall into that category.
I know I'm not the only one either.

You may have done, but not everyone was so lucky.

I think if your developing using GMax or 3D Studio it isn't that much of a problem. I can run my models through the appropriate exporter and have an FS9 or FSX model in minutes, it may take a bit longer to add all the new tricks from the latest version but the model itself is fine. Similarly I don't anticipate a major problem getting them as native models in FSXI (or whatever it's going to be called).
I'm guessing it's more of a problem if you're using FSDS and have to wait for an update to be able to start exporting to the latest format.
As for believing a word the people who work in GAME say....

I use FSDS & have all the new bits working apart from VC shadows in DX10 as I havn't yet got my head round the non existance of anything usefull in the SDK
Everything else is sworking fine.
Bump Maps.
Self Shadowing.
Specular Maps.
Chrome effects.
etc etc
