Very simply Mrs Fossett wants his money (or control of it) as young Tom says no one could survive in Nevada High Desert this long - Im sorry I dont think many
on the other side of the pond have a concept of the large area of nothing that exists 50 miles North of Las Vegas - If you dont care to take my word for it - ask Tonks or St George

I not disputing that he is dead or in no way failing to appreciate how vast the country is, or that if he survived the crash he would nor last long.

I am talking about the legal minimum which here seems short........

The law has to account for all, not just one person's situation..like people who do a 'Stonehouse' or are lost and perhaps being cared for with a memory loss in a far off place.

I can certainly confirm that - a few years ago I drove North into the desert from Las Vegas and it looks like your on another planet! I have never experienced anything so desolate in my life. One of the first things I noticed as I got further away for Vegas was the absence of any radio stations on the car radio - that just does not happen on the US East Coast.

This article, from the Smithsonian's Air & Space magazine, concerns the Civil Air Patrol's search for Steve Fossett. It confirms what Leif and Nigel have said about just how huge Nevada is and how difficult the terrain is to search, even from the air.

Sadly, an inability to find aircraft is not limited to remote areas. The comedian Michael Bentine's son was lost in a (?) Cherokee which crashed in dense woodland only about 6 miles from Gatwick , and the disappearance was observed on radar, and yet the aircraft was not found for, IIRC, nearly 30 years. You would not believe that this was possible, but despite the best efforts of all concerned, it happened in the second most densely populated country in Europe
