A Nautical Sergeant Bilko

I have a long standing interest in Carrier Aviation in all its aspects. In the late 50's/early 60's I remember reading several novels about life aboard a US Navy carrier. The basic premise of these books was that although the President, Admirals and other senior officers drew up grandiose strategies, plans and orders nothing actually happened on this ship without the agreement of a Chief Petty Officer, a sort of nautical Bilko. Please does anyone remember these books or their author?
