It said in its report that officials had made basic errors, such as failing to factor in the cost of inflation and VAT.
I guess an aircraft carrier could be considered to be a 'luxury item' so would attract VAT

Coupled with the problems with the F-35, doesn't really bode well, does it?

I don't know why we would ever be surprised by these estimated costs by the "EXPERTS". Just about every single major project I can ever remember going back to the year dot has been grossly underestimated.
Lets compile a list. I'll start
Erskine Bridge.

Alex I'll add two from this neck of the woods
1. The Scottish Parliament Building which was about 10 times over budget.
2. The fiasco which is Edinburgh's tram system.Hundreds of millions over budget, years late and the route curtailed to about two thirds of the original plan.It's due to come into service next May although I suspect it could be a bit earlier in which case the city council will trumpet that as a great achievement!
However Mr Potato Head(guess who) assures us that the new bridge over the Forth,due to open in 2016,will be on time and on budget.Yeah right.
