Oh gawd...Manitowoc Wisconsin. I have a sister-in-law who used to live there. I've been to more bars in Manitowoc than any other city in the US. Seriously! 
Sad to say, reading the news article didn't surprise me. Lots of drinking going on in that town. I can highly recommend their museum though.
