His rocket engine basically appears to be a large water heater. The article states "Hughes will heat about 70 gallons of water in a stainless steel tank...". If your standard water heater holds about 50 gallons, Mad Mike is going to get some serious thrust from his rocket engine.
The TV show 'Myth Busters' once heated a water heater until it burst. Here's a short video showing the power of a water heater.
