But 11 new routes into Edinburgh, that mut mean that Edinburgh will remain in the EU but not Glasgow?

With this operator, I reckon that the only reason for changing routes like this is that they aren't making enough money out there. Their presence on a base is usually very easy to dismantle, so if the costs or the deal with the authorities displeases them, they can move out within days. At a guess, they're hoping that this will push the local authorities to change the financial situation to their advantage.
