FSA Permission updates

I see that FSA has updated the permissions for managing pilots to make them more flexible, splitting the one 'Manage Pilots' into seven different permissions. So I made an update to our Fleet Manager rank so that they can accept pilots into the VA and manage type ratings. So Dale and Adrian can now grant type ratings also.
