I'm not sure the purpose of their intent is for housing, it's just to stop flying. They could build a pretty large housing estate on the south side of the airfield, on the old domestic site, and still carry on flying.
Cotswold District Council don't really seem to know or care what aviation is about. Odd, considering how many airfields they have in their area.
