There was a virtually identical incident in the UK about 9 years ago ,at EGLL, where in poor vis a trainee controller cleared a BM A 321 to line up and wait when a 747 was on finals and actually flew over the Airbus with only about 100 feet clearance . The AAIB report was unconsciously hilarious, because it criticised the Midland captain for using immoderate language when he discovered that he'd nearly been squashed by 350 tons of Jumbo! A colleague of mine and I asked the CAA what range of response they thought was appropriate, but we received no reply
