To display any image here you need to upload to a host service such as photobucket and then use the img links from that site :)

Create a picture, in paint, photoshop etc and resample it so that it's size conforms with the Signature rules.
Upload the picture to a website: either your own or to a site that hosts pictues (eg Photobucket)
Go into to Control Panel and edit your profile, paste a link to your picture in the signature box.
If you right click someones Signature image and look at properties you can see the link to their image. So if you like someone else's signature picture you could 'share' their identity!!! Not that I'm advocating that....very sad!!!

Photobucket can auto size if you're not familiar with photo progarammes.
