After four attempted downloads yesterday and today (all of which resulted in only a partial download of the 39.6 folder), I have stopped trying to get this bird from the pond. I had no problems at all with either the NF.21 or F.20.

I had the same problem Bill!
But after the 3rd attempt and changing my save location, It downloaded the full file size.
It's actually worth the grief, a great model, though it needs a decent sound pack for the merlins. I used one from a Mossie I had in FS9.
