Has anyone managed to open the start panel on the flight engineer's panel?

I can see there is a clickable area at the top of the start panel, but it will not open.

(With apologies for resurrecting an old thread)
Must admit that when I went searching for an IL-76 for FS I wasn't expecting to find info about one here haha
I wondered if anyone had come across an English manual for this please? I'd quite like to give it a go (my second most memorable flight ever was on an IL-76) but my command of Cyrillic is lacking (i.e. non existant).
