In most modding scenes including the Elderscrolls series which I am currently also involved it is considered very bad form to republish someone else's files as an upgrade. The correct procedure (and something I have seen on Simviation) is to post your own new files as the update and post the link to the original files as "required files". Everything uploaded as the update must be your own work unless you have been given permission to upload the originals as a completed update. Then a user can download the original, then apply the update overwriting anything changed, if they don't like the update they can reinstall the originals or remove the whole lot.
Anything that doesn't comply with this basic rule is removed.
