Whilst on Avsim came across a new entry for 3D People for FS9 and a seperate one (situated below) for FSX. Just been able to download but not yet tried out so cannot say where in FS you will find 'em but bound to be somewhere!!
Just a nice addition to FS I think even if they do not move.
Tried yesterday but cannot seem to get it working, must be something I am doing wrong!
Followed the instructions but to no avail, when I highlighted the folder when in FSX to add to scenery was able to locate the folder but after clicking OK it just went inside showing the other two folders i.e. scenery and texture ones. Equally tried dropping them into the add-on folder instead but still nowt on FSX.
Think I may just delete it and carry on regardless.

I used to be an optimist but with age I am now a grumpy old pessimist.
Click on 'Add Area'.. navigate to your Addon Scenery folder and find the 'People' folder (whatever it's called) and click OK. When it opens to the scenery/texture folder.. make sure the mouse is within the white area of that folder (eg.. in the same folder as Scenery/Textures) then right click. Job done.

I haven't downloaded them yet, but I assume they're an object library, rather than actual scenery. If so, they'll need to be placed individually using a program like "Instant Scenery" or "Whisplacer".
DaveG is correct, this is just a library of objects to place, using your favourite tool.

INSTALLATION
Just copy the folder 3DPeople_LIB into a directory of your choice and list this folder in your scenery.cfg. Done.
Libraries generally should be placed far down in the scenery.cfg command structure, near or a bit above the propeller objects.
Otherwise it could be that sceneries do not found the library.
A very comfortable freeware software for managing the scenery.cfg is "SceneryConfigEditor" wich you can get here: http://fs-sceditor.sourceforge.net/

Wouldn't those types of scenery objects get placed on top of add on sceneries so they don't get buried by scenery objects within individual scenery add ons .
And where does mesh come into play with these things..
One would want to make sure the object is sat on top of the terrain so they don't look like they're sinking in quicksand.
And BTW who's job was it to program the clicking that needs to be done to add scenery.
I want names so I can Slag them off.
I'd be inclined to think they'd sit on top of whatever area you're placing them in Joe. Other stuff does As for the click spot to add scenery in FSX.. just blame Aces
