SPOTTER BADGES-CHANGE TO RULES EFFECTIVE NOW

Last year I did receive a grumble for dishing out gold badges when people identified a Hawker Hunter as a Hunter:
words to the effect that the second highest badge wasn't justified.
Those were the rules at the time, but I think they should be tweaked.
From today on, badges will be more relevant to the degree of identification, so a basic name will earn a basic badge, and accurate identification will be more meaningfully rewarded. I wanted to alert Members of the change, even if they haven't been reading the specific Spotter posts.
