I thought the reason they were white overall is that the dark blue paint used by BA would overheat and peel off at high mach, rather than limiting the top speed. After all the SR-71 was painted black to radiate heat and keep the airframe temperature down.
The Pepsi Concorde was speed limited said to be because it was not white and that is why BA had the special livery and Air France also adopted white across the whole fleet.
But that could be the paint coming off as you say...but that is still limiting it's top speed...
